It should be any members than officers. Correct? I suspect you are referring to what we would call a "Minutes Approval Committee". As you have already been told by a couple of people, including one of the principle authors of RONR, there is no prohibition against the president serving on a minutes approval committee. Your organization is free to put whatever people it wants to on it. Also, the reports you are referring to should normally be submitted in writing and filed with the secretary's records and not included in the minutes.... either verbatim or in summary. It should be any members than officers. Correct? Incorrect. RONR has no problem with the president being on any committees with the exception of the nominating committee. But according to RONR, any member (including the president) may offer corrections, not just some committee appointed for the purpose. I fail to see how there might be a conflict of interest, since the minutes would merely state, "The president's report was received and placed on file." Unless the president claims not to have made a report, I don't see the opportunity for conflict. But, since you apparently have rules that supersede those in RONR, you'll have to read and follow those rules, after figuring out what they mean.
