I have always been trained that they are in effect once the meeting is adjourned and therefore not applicable to the current session. Is this correct? It is certainly proper to offer as part of the motion, a proviso that "and this change shall go into effect upon adjournment of the meeting at which it is adopted," if that is what is desired.
