Convention Standing Rules

RONR states: The official organization of the convention is brought about by the separate consideration and adoption of the reports of three committees mentioned above—the Credentials Committee, the Committee on Standing Rules, and the Program Committee, in that order....With the adoption of these three separate reports, the convention is officially organized for conducting business. 

What happens if there are no convention standing rules or if the proposed rules are not adopted?  Can the convention proceed following just the rules of RONR?

Yes, but it would be unusual for them to not be adopted at all given that they are amendable and any individual rule can be divided on demand (perhaps one of the more controversial ones?)

Sure, presuming that RONR is the parliamentary authority for the association.

The folks at the convention may regret not adopting a set of "Convention Standing Rues" however, as these are typically "stricter" or "tighter" rules  (e.g., speeches limited to 3 minutes, rather that RONR's default of 10) intended to get the business of the convention done before the rental on the hotel ballroom runs out, or goes into overtime.

Thank you.  I agree that the standing rules will most likely be adopted and we will most likely divide the one controversial rule and consider it separately.  However, I was asked this question and wanted to be sure of my answer.

Some organizations have permanent "Convention Standing Rules" which are used at every convention (unless amended) and do not have to be specifically adopted at each convention.
