Yes, but it would be unusual for them to not be adopted at all given that they are amendable and any individual rule can be divided on demand (perhaps one of the more controversial ones?) The folks at the convention may regret not adopting a set of "Convention Standing Rues" however, as these are typically "stricter" or "tighter" rules (e.g., speeches limited to 3 minutes, rather that RONR's default of 10) intended to get the business of the convention done before the rental on the hotel ballroom runs out, or goes into overtime. I agree that the standing rules will most likely be adopted and we will most likely divide the one controversial rule and consider it separately.
