A person would now like to, in their words, "amend" the motion. Not a major issue, no real contention, but how would one honor a person's desire to clarify/expand upon a previous decision? Its use is not limited to clarifying or expanding upon a previous decision - it can be used for anything amend can be used for. It has a different voting threshold, though - it requires a 2/3 vote or a majority of the entire membership voting in the affirmative, or the member can give previous notice and then it can be adopted by a majority vote. The one who desires to “clarify or amend” should make a motion at the next meeting to do exactly that. There shouldn’t be any re-writing of the minutes in between the meetings, if that’s what anyone is suggesting. That the minutes have not yet been approved is irrelevant.
