Nevertheless, to give a direct answer to the question being asked, members who abstain from voting are not voting; therefore, abstentions are ignored, because they are not votes. The motion passes by a vote of 5 to 0 if the requirement is an ordinary two thirds vote, which means two thirds of those present and voting. Those who abstained did not vote.
