Are motions from the floor restricted to Governance issues at an AGM?

RONR does not limit the subject matter of motions that may be introduced under new business, subject to the general restrictions on dilatory motions, motions that conflict with the governing documents, or motions that raise the same question as a motion previously decided at the same session (RONR, 12th ed., 39:5,6). There are special conditions for a motion that is outside of the society's object, as defined in its governing documents, but such a motion can still be made under new business (39:7).

We are running an AGM for a Faculty Association. It has been stated that any motions from the floor under 'New Business' must be about governance and not operational issues. However, I do not see this in the Constitution. Does Robert's Rules of Order limit the kind of motions that can be introduced under New Business?

I would seek to know who "stated" this and under what authority.  Normally, the AGM is the highest of the assemblies in an organization, and is permitted to do whatever the applicable rules allow.
