Normally, I would probably not personally consider such a statement to be a motion, but if it is stated by a committee chair or other committee member making a committee report, I would be more likely to consider it to be a motion. I think Mr. Novosielski summed it up best: "If it's seconded and stated by the chair, then it's close enough for folk music."
