Making a valid Motion

Normally, I would probably not personally consider such a statement to be a motion, but if it is stated by a committee chair or other committee member making a committee report, I would be more likely to consider it to be a motion.  I think Mr. Novosielski summed it up best:  "If it's seconded and stated by the chair, then it's close enough for folk music."   Ideally, the chair would say something like, "Mr. Jones, is that a motion?"

I've heard a chair say once, in response to, "I would like to move that..."

"Certainly, go right ahead."
