Tomm Posted December 15, 2022 at 04:55 PM Report Share Posted December 15, 2022 at 04:55 PM If a non-member of the assembly asks the chair if they can speak, can the chair alone deny the request or does the entire assembly need to vote? J. J. Posted December 15, 2022 at 05:58 PM Report Share Posted December 15, 2022 at 05:58 PM Any member could move to grant the privilege of speaking to a non-member.
Josh Martin Posted December 15, 2022 at 05:59 PM Report Share Posted December 15, 2022 at 05:59 PM On 12/15/2022 at 10:55 AM, Tomm said: If a non-member of the assembly asks the chair if they can speak, can the chair alone deny the request or does the entire assembly need to vote? Assuming the assembly's rules are silent on this matter, the chair lacks the authority, acting alone, to approve or deny such a request. This does not necessarily mean, however, that the assembly is forced to vote on the request. The chair could, in his discretion, submit the request to the assembly for its consideration, but he is not required to do so. If the chair does not submit the request to the assembly, any member of the board is free to make a motion to grant the request.
Gregory Carlson Posted December 15, 2022 at 06:03 PM Report Share Posted December 15, 2022 at 06:03 PM One way for the chair to quickly handle this would be to use unanimous consent and ask: "is there any objection to letting a non-member speak?" That is exactly what I was going to suggest, although I think the chair should specify a time limit in the request/statement.

George Mervosh Posted December 15, 2022 at 09:42 PM Report Share Posted December 15, 2022 at 09:42 PM On 12/15/2022 at 3:27 PM, Tomm said: Per 25:9 n7, does a rule need to be suspended first or can any member of the board simply make the motion at any time? Any member can certainly make the motion to allow a non-member to speak at any time, but the vote required to adopt that motion will depend on whether or not the non-member wishes to speak in debate. If he wishes to speak in debate a 2/3 vote will be required, otherwise, a majority vote will be sufficient.

Agreeing with Mr. Mervosh, the rules need to be suspended only if it is desired to let the member speak in debate rather than to just make a statement to the board.
