Nothing in RONR (12 ed.) prohibits motions from being voted on, provided 1) the call of the meeting has been properly sent to each member a reasonable time in advance; and 2) there is a quorum at the time the vote is taken; and 3) any required previous notice of the motion has been properly given.

The Board I’m on, is calling a Special Meeting.  Do the Board Members vote on the topic?  Does the presiding President of the Board refrain from voting unless there’s a tie?

Just to be clear, this is a special Board meeting?  Or is the board calling a special Membership meeting?

If you answer the questions asked by Mr. Novosielski, we can be of more help to you.
