Our Board of Director called an Extraordinary General Meeting related to capital expenditures. Motions were included in the Notice of Meeting

Two of the voting Ballots provided Members who registered for the Meeting did not reflect the wording in the Notice of Meeting package.

Should the ballots have been amended to be in concert with the Motions provided in the Notice of Meeting package ???

The call of a special meeting need only to express honestly the nature of the business to be transacted without reciting any particular motion.  An exception exists when a motion that requires previous notice will be made at the meeting, in which case, the members must be noticed honestly and fully of the gist of the particular motion that will be made.

I agree with Mr. Elsman in general. But why are people who registered being given ballots before the meeting?

And why is the text of the motion pre-entered on the ballot when discussion, debate, amendments and other things can modify the language before it's finalized?

Well, why indeed?  Because main motions are amendable, the question that is printed on the ballot may not be anything like the question that is ultimately voted on. Nice catch, Mr. Katz.
