However, a motion could be adopted, allowing such a "candidates forum." -- e.g., to give candidates 3 minutes to speak on their qualifications. Prior to nominations, no such speechifying would be in order, except under a Special Rule of Order, or a Suspension of the Rules that would interfere with it.
