Also, the Chairman (normally the President) is allowed to make motions, enter into debate, and vote just like any other member.At larger meetings although, the President should not make motions, second motions, enter into debate, or vote* to preserve the appearance of neutrality. However, if t he President is a member of the group, then he/she still has those rights even if he/she should refrain from using them.*The Chairman/President may vote to break a tie, create a tie, or if the vote is by ballot. Perhaps it should read "If this is a Board meeting and the attendance is less than around 12 members"?*The Chairman/President may vote to break a tie, create a tie, or if the vote is by ballot.You might also mention that the chair can vote to create a 2/3 vote to attain or lose as well.
