The statute would have to go further, to the point of abrogating the right of HOAs to have rules that prohibit proxy voting.The adoption of RONR as the parliamentary authority constitutes a prohibition on proxy voting unless the bylaws explicitly authorize it, or the statute specifically mandates it..
