Even if your rule or custom is that people can hold only one position at a time, they may "run" for another office (or multiple offices) without resigning, and see how the election turns out before making any decisions. The burden of proof is on whoever is saying that one person can't "run for" (or be nominated for or be elected to or hold) more than one office. So ask him to show you that rule.
