Appointment vs Volunteering for a Committee

Does the chair have to point a chair for a committee? 

The bylaws may specify how the Committee Chair is selected, or the body populating the Committee may choose who will be the Chair, or if both the bylaws and body are silent on the issue the Committee may choose their own Chair.

 

Or can one volunteer to be the chair?

Well, a member can throw his or her hat in the ring for consideration of who will be the Committee Chair but just because someone says he or she wants to do it doesn't mean someone else can't be selected.

Thank you all.  I wote it up in my Standing Rules that:  The committee chair can be selected by the president or can volunteer.  Then a vote.

I think you should reconsider that wording.

 

Edited to add:  For what it's worth, RONR already sets out the rules and methods for selecting committee chairmen.  Unless you disagree with those provisions, and if RONR is your parliamentary authority, you don't need any of your own.  You might just be creating confusion and uncertainty.
