Seconding a Motion

The reference to a "Standing Committee Chairperson of the Board" is unclear to me and may indicate that this is a committee or board meeting. However, this doesn't change the answer from the previous response since motions need not be seconded in meetings of committees or small boards (not more than about a dozen members).

If a Standing Committee Chairperson of the Board makes a Motion, does it require a Second?

If the motion arises from a committee report (and the committee consists of more than one member), a second is not required.

It is possible that the poster is referring to a board... such as the executive board... making a recommendation to the general membership.   Many organizations follow that practice.  However, as with a motion made on behalf of a committee, such a motion on behalf of a board does not need a second because at least two people (members of the committee or board) have presumably already agreed to the report motion.  RONR page 507.
