However, this doesn't change the answer from the previous response since motions need not be seconded in meetings of committees or small boards (not more than about a dozen members). However, this doesn't change the answer from the previous response since motions need not be seconded in meetings of committees or small boards (not more than about a dozen members).It is possible that the poster is referring to a board... such as the executive board... making a recommendation to the general membership. Many organizations follow that practice. However, as with a motion made on behalf of a committee, such a motion on behalf of a board does not need a second because at least two people (members of the committee or board) have presumably already agreed to the report motion.
