Guest Jim Posted April 7, 2015 at 10:51 PM Report Share Posted April 7, 2015 at 10:51 PM May one make a motion, specifically to rescind a motion if it passes, during a designated voting time on line? Motion was made, seconded, vote called with a 5 day voting period. One member feels we are moving too fast on an action, wants to reopen discussion. So, can she make a motion before voting has been completed?
Edgar Guest Posted April 7, 2015 at 10:56 PM Report Share Posted April 7, 2015 at 10:56 PM RONR does not support online meetings. Your bylaws may (or may not) permit online voting but I think it would be a stretch to extend that to making motions online. Especially during voting. So no online motions during online voting and (probably) no online motions after voting.

But, it will be up to those organizations to make and interpret their own rules for doing it. They won't find many, if any, answers in RONR. Gary Novosielski Posted April 8, 2015 at 01:09 PM Report Share Posted April 8, 2015 at 01:09 PM Putting aside the online aspect of the voting, RONR does say that once voting on a motion has begun, nothing may interrupt it.

But any on-line voting system MUST be authorized in the bylaws, as noted, with full details about just this sort of question.

A motion to reopen discussion on the motion the assembly was voting on by ballot would not be in order.
Edgar Guest Posted April 8, 2015 at 01:37 PM Report Share Posted April 8, 2015 at 01:37 PM May one make a motion, specifically to rescind a motion if it passes . . . ? No. You can only make a motion to rescind a motion that has actually been adopted. A motion to reopen discussion on the motion the assembly was voting on by ballot would not be in order. And a screwy contingent motion ("If motion A is adopted, then I move to rescind A") would be improper and hardly qualify as "other" business even though, technically, it is a "new" motion.
