Segent of arms duty

when CEO ask for the floor and is not reckenized what is the Sergent of Arms duty

The duty of the Sergeant at Arms is to remove disorderly individuals from the hall and, in large conventions, it is often his duty to handle arrangements pertaining to the meeting room, such as furniture and microphones. Such an officer has no duties in the situation you describe.

Is the CEO being disorderly?

Even if the CEO was being disorderly can the Sgt @ Arms do anything about it prior to the assembly (or Chair if the CEO is a nonmember) calling him or her to order?  Or is it common for the Sgt @ Arms to be authorized to drop the hammer on disorderly people without being directed to?

Only the chair can call a member to order. Even if another member calls another member to order (p 646) it is a point of order (line 9) that the chair rules on.  Can a member be called to order before the meeting?  RONR implies that decorum only applies during the meeting unless covered by the bylaws.  See p 643 l 16-18 and p 644-653 all references to a call to order refer to discipline during a meeting.

I see no suggestion that the CEO sought recognition before the meeting started, nor that he was being disorderly.

 

The Sergeant at Arms has no duties with respect to whom the chair decides to recognize.
