Even if another member calls another member to order (p 646) it is a point of order (line 9) that the chair rules on. Can a member be called to order before the meeting? RONR implies that decorum only applies during the meeting unless covered by the bylaws. See p 643 l 16-18 and p 644-653 all references to a call to order refer to discipline during a meeting.
