Or, at least, the chairman who, on p.230, turns a motion to exclude non-members into a motion to meet into executive session does. Perhaps he was misled by p.645. Any information would be helpful If you mean going into executive session, then yes, a motion is necessary, as is a motion to come out of executive session when the time comes.
