It doesn't have much to do with whether he's nominated or not. You'll also want to distinguish between electing people to the board and electing officers of the board. Here is the complete sentence that Mr. Guest quoted from on page 430: "Strictly speaking, nominations are not necessary when an election is by ballot or roll call, since each member is free to vote for any eligible person, whether he has been nominated or not. In most societies, however, it is impractical to proceed [page 431] to an election without first making nominations." I imagine that electing someone who has not been nominated by the use of "write in votes" (call out votes??) in a roll call vote doesn't happen often, but it is certainly possible. It may not happen often when a society is electing board members but I suspect it might happen more often when a board is (s)electing its officers.
