Is this addressed by Roberts Rules of Order? Under the rules in RONR, any non members allowed in the hall have no rights with reference to the proceedings and may be excluded. There is no rule in RONR prohibiting this. Bear in mind, however, that a non-member does not have the right to speak in debate or vote.
