Can either side of a failed motion 4-4 with one abstention make a motion to reconsider at the same meeting?

No. Only a member who voted with the prevailing side (in this case, against the motion) could make a motion to reconsider at the same meeting.

No, only those who voted on the prevailing side.

So any of the four people who voted No can move to Reconsider.  Those who voted Yes cannot, nor can the member who did not vote, but any of them could second the motion to Reconsider.

Agreeing with Mr. Novosielski, I would add that the reason only the four people who voted NO can move to reconsider is that a motion fails on a tie vote, so those four voted on the prevailing side.
