Filling a vacancy by application

A town government board has a vacancy supervisor position to fill. Can the Board request interested parties to file an application by a certain date and then vote on them during a future meeting?

Assuming they have the authority to fill the vacancy, nothing in RONR would prohibit this.  You should contact the attorney for the town's board if you want a definitive opinion on this matter as there will likely be applicable rules in statute that apply here.

Yes, I'd be surprised if there weren't rules that require advertising for the position, soliciting applications, or other requirements.

Agreeing with both Mr. Mervosh and Mr. Novosielski, since this is a governmental entity, there are almost certainly rules superior to RONR that control the hiring process.
