No. What RONR notes is "The only business that can be transacted at a special meeting is that which has been specified in the call of the meeting. An agenda is seldom needed for most organizations, even at regular meetings, but it seems particularly unnecessary in a special meeting, because only the business specifically described in the call of the special meeting may properly be considered. Rob Elsman Posted January 7, 2022 at 07:18 PM Report Share Posted January 7, 2022 at 07:18 PM (edited) Agreeing with previous respondents, the executive board that meets at least quarterly and transacts all of its business in one meeting of a few hours should use the established order of business. In most ordinary societies, this is the standard order of business found in RONR (12th ed.) 3:16. You're right, George, as always! 😊 Edited January 7, 2022 at 10:37 PM by Rob Elsman

This is a special meeting, however, and they would not be following the standard order of business.
