"There is no limit to the number of times a member can speak to a debatable question. Appeals, however, are debatable under the regular rules—that is, each member (except the chair) can speak only once in debate on them, while the chair may speak twice." Rob Elsman Posted September 6, 2022 at 08:09 PM Report Share Posted September 6, 2022 at 08:09 PM If you think about it, you can see why 49:21 applies the way it does in small boards. It is not in the best interests of the assembly to spend large amounts of time on merely procedural faults. The danger is that other, more important business will be left short of time for needed deliberation. An over-emphasis on procedure also makes a meeting tedious and less interesting.
