Debating an Appeal in Small Boards

In other words, debates on appeals in small boards are still confined to only once by the members and twice by the chair, as per 49:21.

If you think about it, you can see why 49:21 applies the way it does in small boards.  It is not in the best interests of the assembly to spend large amounts of time on merely procedural faults.  The danger is that other, more important business will be left short of time for needed deliberation.  An over-emphasis on procedure also makes a meeting tedious and less interesting.
