HOA Annual Meeting Cancellations CA

Can an HOA in CA post notice of an Annual meeting on the property for over two weeks for a 2/27/23 meeting? Then cancel it during a 2/23/23 board meeting and not send out cancellation notices. Also can they leave the notices for the 2/27/23 meeting posted after they decided to cancel it? is this legal? Also, is it legal to lie to me via management saying there was a typo on the notice and it was held 2/23/23?

Under the rules in RONR, a board has no power to cancel a meeting of the membership at all.  But since HOAs operate under additional state regulations, @Rob Elsman's advice is apt.
