Is the Committee chair "in charge"

One of our committee members said the following

We are spending too much time on process and leadership of the committee. Of course, Jack is the chair of the committee. He should listen to others but be in charge. I can't imagine a committee working well leaderless.

I thought we should make motions and take votes not be led by the nose?

I have my book if you can point me in right direction.

I want to know that the chair is not infact in charge but is simply another member when it comes time to make desicions.

All member's votes are equal.......page 2. If his actions (which I still don't know specifically what he's doing) are causing you angst, report it to the body who appointed him to the committee.

If RONR has been adopted as the society's parliamentary authority, the regular rules of order apply, with certain exceptions or modifications. See RONR (10th ed.), pp. 318, 319, 471, 483.
