election ends in a tie. current chairmen retains seat?

At our first board meeting after elections we are to elect a chairmen and secretary. The vote for chairmen ended in a tie. There are no term limits in our bylaws. Would the current chairmen continue as chairmen until a vote not resulting in a tie happens?

That depends on how the term of office for Chair is defined in the bylaws. Do they impose a fixed term or is it a fixed term and/or until a successor is elected?

Term limits and length of term are different concepts. Do your bylaws contain language such as "or until the election of their successors"?

In any case, when a vote ends in a tie (or under any other condition where no candidate receives a majority) the election is incomplete, and you should immediately hold a second (or subsequent) ballot to complete the election for that office. When someone (finally) achieves a majority, that person is elected.

Our bylaws have no "term limits" as they were removed several months ago. They state:"The Board of Elders shall organize themselves annually and elect a chairman and a secretary. The chairman shall represent the board at Church Council. The board shall choose a time and place for meeting." We have 6 members of this board and the vote is always 3 for A and 3 for B.
