yes. our by-laws onlu say that the President must call a special meeting when requested by not less than 10 active members specifying the object of the meeting. and provided not less than 5 days written notice of special meeting be given to all members stating the purpose of the meeting. nothing says how long he can take before he calls it though.

I'd say he should do it as soon as possible. If you think he's stalling, see FAQ #20.

Considering there's nothing for him to do except tell the Secretary to send the notice, there should be no stalling on his part:

"The president directs the secretary to send the notice of the special meeting to all members at the society's expense in compliance with the bylaws no later than the required number of days in advance, making sure that it contains all the necessary information."  RONR (11th ed.), pp. 92-3.
