The chair pro tem can be anyone.

Including a non-member. He really means anyone, with the assemblies approval. If the chair and vice chair do not object it takes a majority vote. Without their approval it takes a two-thirds vote to suspend the rules. RONR(11th ed.), 453-4.You could even bring in someone like the infamous Mr. Mountcastle for a fee I would guess, though you might need to remind him about RONR(11th ed.) p. 456.(Smiley withheld at somebody's request/complaint(s). )

Since the assembly does not currently have a Chair or Vice Chair, I don't think they will object. :)
