Then assuming the bylaws don't impose a order of succession the assembly should elect a Chair pro tem who would preside until they elect a new Chair or Vice Chair. He really means anyone, with the assemblies approval. If the chair and vice chair do not object it takes a majority vote. Without their approval it takes a two-thirds vote to suspend the rules.
