This year we find we have candidates also nominated from the floor. Our bylaws allow in person ballots and absentee and signed proxy ballots, but there are no details about how to go about accomplishing absentee and proxy voting in the bylaws. Handing out ballots on election day is familiar, but without directions how do we provide for the alternatives? and simply because they are allowed, do we have to? We can't say if you have to use the other methods as well. Your rule may very well grant the member a right to vote that way. We don't know. But the best method is tried and true - in person voting or not at all. Unless a large portion of your membership will be excluded, consider eliminating absentee and proxy voting from the bylaws. Our members are all here (unless absent for some personal reason), so voting in person does not disenfranchise a large portion of members. If our rules say absentee and proxy votes will be counted, but we have no guidelines to follow, how do we go about collecting those votes if a member wants to vote that way? I'm afraid you'll have to figure that out for yourselves. Another problem occurs if the first round of voting results in an incomplete election. In the next round those present can vote for someone else but what do you do with the absentee votes? I'm fairly confident Mr. Guest would have commented on it if he had seen it! Unless he's just gotten tired of trying to "straighten people out" on this "slate" business.
