Guest PresidentM Posted December 15, 2016 at 11:21 PM Report Share Posted December 15, 2016 at 11:21 PM When an amendment is being debated on the floor, can an elected official on the board obtain the floor to debate? I ask the question because it would be the norm for members in the audience to rise and be recognized for debate, but the elected officers should already have been briefed on what is on the agenda and how and why. I think it would be out of the ordinary but is it proper?
Hieu H. Huynh Posted December 15, 2016 at 11:58 PM Report Share Posted December 15, 2016 at 11:58 PM A member of the body that is meeting has the right to debate.
Greg Goodwiller, PRP Posted December 16, 2016 at 12:47 AM Report Share Posted December 16, 2016 at 12:47 AM The only officials whose right to debate is limited by Robert's Rules are the presiding officer and the parliamentarian.
Joshua Katz Posted December 16, 2016 at 02:02 AM Report Share Posted December 16, 2016 at 02:02 AM Something feels off about this question. Who are these elected officials, and why are they briefed about why things are on the agenda? For that matter, what body is meeting?
Kim Goldsworthy Posted December 16, 2016 at 03:32 AM Report Share Posted December 16, 2016 at 03:32 AM It is a MYTH to believe that: • A board member loses his right to debate within a meeting of the general membership.

Unless of course this belief is based on the fact that the member of the board is not a member of the general membership, which is unusual but not unheard of. Richard Brown Posted December 17, 2016 at 07:49 AM Report Share Posted December 17, 2016 at 07:49 AM Perhaps Guest PresidentM has left us and is never to return unless another parliamentary question arises. However, I do not understand the situation and have the same questions as godelfan.
