CindyQC Posted February 4, 2017 at 03:49 PM Report Share Posted February 4, 2017 at 03:49 PM I chair the Rules Committee for our HOA. It's a small committee-5 now but our Board is adding a 6th member. Suggestions on how to break tie votes would be appreciated. Should I, as chair, abstain from all future votes? Should we require an uneven number of committee members?

George Mervosh Posted February 4, 2017 at 03:57 PM Report Share Posted February 4, 2017 at 03:57 PM You should vote right along with the others, not worrying about a tie vote or even/odd numbers on a committee. A tie vote defeats the motion that is being voted on, so there is nothing to break.

Not all members may attend every meeting and those attending may choose to abstain from a particular motion. A tie vote defeats the motion (just as much as all voting against it). Guest Lisa Posted January 9, 2018 at 05:41 AM Report Share Posted January 9, 2018 at 05:41 AM So once the tie takes place and the motion is defeated when can you bring the motion up again. I’m assuming at the next meeting ??

Presuming that the "next meeting" is a new session, which is the usual case in non-governmental bodies.
Richard Brown Posted January 9, 2018 at 12:07 PM Report Share Posted January 9, 2018 at 12:07 PM And you "renew" the motion by simply making the motion again.

If it is a Special Committee, then all its meetings are one session, so no renewal (p. 500). Chances are, however, that a "Rules Committee" is a standing committee, established in the bylaws. RONR doesn't say anything about Meetings vs.Sessions in Standing Committees so yo' pay yo' money and take yo' choice. RONR/12, please? We know Cindy was talking about a committee in the original post almost a year ago. We don't know whether guest Lisa is referring to a committee with her question about bringing the motion back up again.
