RONR says, "the society by a two-thirds vote (or the vote of a majority of the total membership, or a majority vote if previous notice is given) orders the board's minutes to be produced and read to the society's assembly." For example, say the Membership is considering whether to discharge the Board from further consideration of a question they had referred to them and a member was wondering what the Board had actually been doing with it. I think it would be like a request to read papers, which could be granted by unanimous consent. If a member objects, then it would require a vote as previously noted. This motion is an incidental motion, and in the circumstances you describe it appears to be genuinely incidental to the business at hand. It's the incidental motion to have the board's minutes read to the membership. You find it listed with the incidental motion to close suggestions for filing filling banks blanks. This in the middle of my watching a porn film that I was enduring because the word "epididymis" came up (please, don't think that way) in it, in the first 2 or so minutes, which, I'll concede, were the least energetic of the 18 or so minutes of the story. You may be wondering at this point how I figure to tie this porn movie or biology ("epididymis") business in with Robert's Rules. Well, I was looking at stuff about DNA earlier in the day, and the epididymis is instrumental in determining that for everybody, if I remember correctly. So that about banks.
