  1. Note that members can address each other through the chair (see RONR 11th ed., p. 23, ll. 31-32).
  2. The positions can be filled by whoever the constitution allows.
  3. If this is a small board, the president can participate like any other member.

  5. If your organization wants to change the duties of the secretary according to your bylaws, then the bylaws should be amended.

  12. If not specified in your bylaws, it would be a majority. The bylaws would have to be amended to lower it to 14 members.

  14. Generally the item could be removed by an objection of a single member. Then the item would be considered separately.
