Since absentee voting is prohibited unless your bylaws provide for it, any details regarding absentee voting would have to be provided for in your rules. RONR says that the organization should not adopt a bylaw which counts absentee votes along with votes at the meeting.

The committee could discuss whatever it is responsible for without an agenda. Why is one being adopted?

The elections would have to be conducted by ballot in accordance with your rules. If your association wants to do something else, the bylaws would have to be amended.

If the bylaws are ambiguous, they should be amended to remove the ambiguity.

The board could do it unless your bylaws say otherwise.

It appears the board agreed to it if no one objected or raised a point of order.
