  1. I think asking members to help with the minutes may be a good idea.
  2. In any case, it is ultimately up to the organization, not the parliamentarian alone, to interpret its bylaws.
  3. If the bylaws state that a 2/3 vote of Chapter membership present at a meeting is needed to hire as well as to terminate an employee, then that could be done in accordance with the bylaws.
  4. The policies would be void if they conflict with the current bylaws.
  5. It is up to your organization to decide what to put in its bylaws. If you don't like this change, debate and vote against it.
  6. The president only has such powers that the bylaws provide.
  7. Related to the last few comments, perhaps this old thread may be helpful.
  8. Thus the reading could be dispensed with by unanimous consent. Perhaps "Consideration and adoption of proposed bylaws" starting on p. 557 may be of use.

  11. It could be done by unanimous consent. Any member could demand that it be read.
  12. The body that elected members to these positions would fill the vacancies unless your bylaws provide otherwise.
  13. It would be more appropriate for the parliamentarian to quietly give advice to the presiding officer during the meeting.
