  1. If the bylaws require it, then it must be done. If you don't want the bylaws to require it, then amend the bylaws.
  2. If the bylaws are ambiguous, they should be amended to remove the ambiguity.
  3. The assembly can make it go away. I suppose it could be withdrawn.
  4. The assembly can choose not to deal with it.
  5. Members have the right to access the minutes, whether or not they are published. They do not need to be made available to the public unless your rules require it.
  6. What is the procedure for removing an unruly member of guest from a meeting? Can the chair ask them to leave, or must it be put to a vote? By The Fessor The chair can order guests to leave, while the assembly would vote on removing members.
  7. RONR does not require committees to take minutes.
  8. It seems that having clear, written rules would help reduce the disagreements.
  9. It may be worth noting that if the position of president became vacant, the vice president would automatically be president unless the bylaws provide otherwise.
  10. Generally the same question cannot be renewed in the same meeting unless something makes it a different question. I think it will be up to your organization to interpret your rules and determine whether this is the case.
  11. The assembly would decide whether the amendment was germane.
  12. Ultimately it is up to your organization to interpret your rules. If there is ambiguity in your rules, perhaps they could be amended.
  13. If you do not want the amendments to be adopted, you can speak against them and vote "No".
  14. If your bylaws require a ballot vote, a ballot vote must be done. If your bylaws do not require a ballot vote, the chair would declare the sole candidate elected if there are no other nominations.
  15. I would simply say that the main motion was postponed to the next meeting.
  16. Generally the minutes are to be made available to members to review. Whether the minutes would be made available to the public is up to your rules.
  17. Generally a "substitute" is a form of amendment. It would not be appropriate to have a substitute to not do the main motion.
  18. Generally an adopted motion could be amended by a two-thirds vote. It appears that threshold has been met in this case.
