  1. It is up to your organization to decide the details of the qualifications for office.
  2. Ultimately, it is up to your organization to interpret your rules.
  3. The member can vote. Being present for presentations is not required to vote.

  5. And it appears the motion was adopted in January, but becomes effective in March.
  6. If a motion passed, then it was adopted.
  7. If the bylaws are silent, the vice president would preside or fill the vacancy of the president (see RONR 11th ed., p. 457, ll. 26-28).

  9. "Informal consultation to assist the framing of a motion" is in RONR 11th ed., pp. 395-396. The assembly could decide what to do about the informal discussion.
  10. When are you having informal discussion?
  11. What is the rule? Is there an existing rule?
  12. Why weren't the ballots collected before the closing of the meeting?
  13. The committee could validly conduct business if a quorum is present at the committee's meeting.

  15. Not according to RONR. Any such requirement would have to be found in your rules.
  16. New business could be brought up and action taken without it being on the agenda.
