  1. In small boards, informal discussion is permitted without a formal motion.

  4. No section in RONR talks about board involvement in the annual membership meeting. The membership controls its meetings.

  8. An exception would be if a motion to reconsider was adopted. Your other thread suggests that this may be the case.

  12. You would have to follow the process in your bylaws for its amendment. Absentee voting is not allowed unless your bylaws provide for it.
  13. No, blank ballots should be treated as abstentions.
  14. It is the duty of the secretary to keep the minutes. The minutes would reflect what the body approved.
  15. The board may allow nonmembers of the board to attend board meetings. The board could also exclude nonmembers of the board at any time in these meetings.
