  2. The organization can decide whatever rules it wants.
  3. Do your bylaws provide having associate members?
  4. A member has all the rights of membership. How non-payment of dues would affect the membership is up to your organization to determine.
  5. The board only has such powers that the bylaws provide. It's not clear to me whether the board has the power to interpret the bylaws in the first place.
  6. RONR does not have a liaison role. Such a role would have to be defined in your rules.
  7. The board could validly take action at the meeting if a quorum is present.
