  8. The answer to your question would have to be found in the rules which allow for such reinstatement.
  9. Members of the body that is meeting have the right to attend those meetings. Others may be allowed to attend by the body that is meeting.
  10. Special meetings can be called if authorized in the bylaws. If authorized, the bylaws should say who could call them.
  11. Is there applicable law on giving notice to the public? An attorney should be consulted regarding any such law.
  12. If a ballot vote is required in the bylaws, then a ballot vote must be done. If a ballot vote is not required, then the chair simply declares the candidate elected.

  16. In RONR, rules protecting absentees cannot be suspended, even by unanimous consent or an actual unanimous vote, because the absentees do not consent to such suspension (see RONR 11th ed., pp. 263-264).
  17. Ultimately it is up to your organization to interpret your bylaws. Then the bylaws should be amended to remove the ambiguity.
  18. Does this person meet the qualifications for office as established in the bylaws?
