It seems to me that the committee chair may have been doing what was necessary to protect the committee's ability to conduct its business without interference from non-members (or non-voting members), and that those other people (the assembly chairman, the OP) might be the ones, if any, to whom some reprimand is due.

I doubt that this is the correct interpretation, but even under such an (unusual) interpretation, wouldn't the person still be eligible to be elected now, and only have to stop serving sometime during the next term? (Say, either halfway or two-thirds of the way through; I haven't quite figured out which.)
  3. I don't really understand what you're saying. Could you post some screenshots to illustrate?

But actually ... assuming it's a main motion, first you would have to make sure that no other member has the floor, then you would seek recognition from the chair, and then you would say "I move that ..., etc." And then another member would need to second the motion (unless it is a small board meeting), and then the chair is supposed to state the question on your motion, thereby bringing it before the board for consideration.

But unless their rules are very specific on this point, I would guess that from a procedural perspective they are actually doing what Zev suggests: To me it just doesn't seem possible that under the rules in RONR there could be a continuation of the same board meeting or session after a periodic change in board membership has occurred.
  6. I would suggest logging out, clearing this site's cookies from your web browser, closing the browser tab, and also emptying your browser cache. (I doubt that restarting the computer should have any effect.) Then try posting something new and see if you can edit the new post.
  7. I was wondering how long it would take for someone to notice that. Unfortunately, the developers did it on purpose, claiming that this feature can slow the servers too much.

  10. I'm not convinced that a new board can be installed during the same session as the current board, let alone during the same meeting.

  12. No, it's not in there. Furthermore, much of the content of the page is blatantly a violation of copyright held by the Robert's Rules Association.
  13. That still doesn't mean they need a regular chair, just a chairman pro temperance. (And they should get rid of the vice chairman, who isn't helping the matter.)

  16. "Rescind" is certainly not applicable, but there used to be a motion called "Discharge an order of the day before it is pending," requiring a two-thirds vote for adoption. Seems like it might come in handy in this situation. 🙂
