  1. Generally, an adopted motion could be rescinded.
  2. Also, the assembly would take action on the resignation, not the president alone.
  3. A majority vote refers to those present and voting.
  4. Are they authorized to appoint the committee members? In any case, the appointing power does not need permission of the existing committee members.
  5. Could the motion be withdrawn without the maker asking permission to withdraw it?
  6. Ultimately it is up to your organization to interpret your bylaws.
  7. In RONR, a member has the right to abstain.

  12. The quoted reference is from the 1915 edition of Robert's Rules. You may want to get the right book.
  13. If they're on the board, they can vote at board meetings.
  14. RONR does not require referencing the bylaws.
